Sir David has been an NHS Chief Executive for 25 years, serving at Salford Royal for 17+ years – rated as ‘outstanding’ by the Care Quality Commission and retaining this rating each year.
He led the creation of the Northern Care Alliance, creating 5 new integrated Care Organisations in Greater Manchester. He has a particular interest in supporting improvement and empowering staff - with a focus on patient safety. He produced the first Quality Improvement Strategy for an NHS Trust with an explicit aim of saving lives and reducing harm.
He was knighted in 2014 for his services to Healthcare. He was a member of the ‘Berwick Review’, which advised the government on patient safety improvements and co-chaired a national review of the ‘duty of candour’ to support openness in reporting harmful events. In 2014 the Dalton Review recommended actions to assure the delivery of high quality healthcare through sustainable NHS organisations.
